On the annual anniversary of Pokemon Go they released on 6th June but unfortunately they didn't increased the spawn rates as they did for fire and ice event or for water Pokemon event. Pikachu is already a rare Pokemon however Pikachu with Ah's famous hat is not that rare, you can still find this Pikachu in wild. As you know electrical Pokemon spawn near collage campus or near Universities you will have better luck searching for Pikachu with Ash's hat in those areas.
I found my first Pikachu in the wild when I was going for a gym raid first of the day, I was near a residential area no collage or University was near me so you can still find Pikachu with hat easily if you are lucky be sure to luck at tracker as Pikachu with hat will also appear that way in the tracker.
